Chapter 3.05   PUBLIC WORKS FEE

3.05.010   Initial imposition of public works fee.

A public works fee of twenty dollars is hereby imposed on each separate taxable parcel of improved real property located within the city limits of Travelers Rest.

3.05.020   Annual fee.

Following the initial imposition of the twenty dollars public works fee, city council may revise the public works fee as it may deem necessary in the annual budget ordinance, supplemental appropriation ordinances or an amending ordinance.

3.05.030   Levy.

The public works fee shall be billed on an annual basis and shall be due and payable within the time and in the manner prescribed by law for city ad valorem taxes pursuant to S.C. Code 1976, § 12-45-70, or other law of similar import. The Greenville County Tax Collector shall bill and collect the annual public works fee established in this chapter, in the same manner as county and municipal taxes are collected and shall include the public works fee as one or more line items on the tax bills mailed to each owner of property subject to the public works fee.

3.05.040   Authorization.

The mayor, the city administrator, and the city clerk, for and on behalf of the city, acting jointly or individually, are fully empowered and authorized to take such further action as may be reasonably necessary to effect the actions authorized by this chapter in accordance with the conditions herein set forth.

3.05.050   Severability.

The provisions of this chapter are hereby declared to be severable and if any section, phrase or provision shall for any reason be declared by a court of competent jurisdiction to be invalid or unenforceable, such declaration shall not affect the validity of the remainder of the sections, phrases and provisions hereunder.

3.05.060   Repeal of conflicting ordinances.

All ordinances, orders, resolutions and parts thereof in conflict herewith are, to the extent of such conflict, hereby repealed and this chapter shall take effect and be in full force from and after its passage and approval.
