The owner or operator of every cart or other vehicle employed in removing or carrying any dirt, sawdust, sand, coal, material liable to be blown by the wind, or any manure or filth or offensive matter of any kind or description, along or over any of the streets, shall keep the same in such a tight and secure condition that such matter shall not be scattered or permitted to fall on any of the streets.
